Missouri Attorney General Catherine Hanaway has issued cease-and-desist letters to six prediction market operators, saying they must stop offering sports event contracts to Missouri residents unless they are licensed by the Missouri Gaming Commission.
The companies named by the attorney general’s office are Polymarket, Kalshi, Crypto.com, Novig, Underdog, and Robinhood. In a Sept. 18 press release, the office said the companies were offering sports-related event contracts that Missouri treats as sports wagering subject to state law.
Hanaway said companies cannot "repackage sports bets as ‘event contracts’ to avoid Missouri law" and said the state will enforce the rules approved by voters.
Missouri ties sports event contracts to state betting law
According to the attorney general’s office, Missouri voters passed Amendment 2 in 2024 to legalize and regulate sports betting, and legal online sports betting launched in the state in December 2025.
The state said sports betting is overseen by the Missouri Gaming Commission and taxed at 10% of gross receipts. The press release also said federal courts have ruled that online sports wagering platforms are subject to state gambling laws.
The attorney general’s office added that many prediction markets either allow users under 21 to participate or do not have safeguards to prevent under-21 participation in sports wagers.
What the order says and what to watch next
The state called on all six companies to comply “without delay” and to stop offering sports event contracts to Missourians unless and until they are licensed by the Missouri Gaming Commission.
The attorney general’s office also warned that failure to comply will lead to enforcement action by the State of Missouri.
What remains unclear is what specific sports event contracts each company was offering, whether any of the operators plan to challenge the state’s position, and what enforcement steps Missouri could take next if the companies do not comply.
